A direita é "liberal"?

[Jose Manuel Barroso] said the proposals, put forward by Luxembourg, would not allow the EU to fulfil its goals on economic reform, aid to poor EU regions, or foreign aid.

His comments come ahead of a meeting of EU foreign ministers in Brussels, which will focus on the Luxembourg plan.

This suggests an EU budget equivalent to 1.1% of member states' GDP.

Mr Barroso's Commission has proposed a budget of 1.26% of GDP, while the main contributors to the EU budget - Germany, the Netherlands, the UK, France, Austria and Sweden - want a ceiling of 1%.
